I don't know what it is with so many panniers being made with plastic hooks, and on top of that, only one set of hooks at the top and nothing at the bottom, with the hooks halfway down so that the pannier sticks way up above the rack. Just seems like a recipe for losing all your stuff when you hit a bump.
