Yup, a bungee on the bottom, it aint pretty, but it works well. I'm going to put some horizontal strap locators to stablize it a little more, but honestly, it works fine now. The panniers come on and off really well. I'm looking into flat shock chord, it looks better, but then you get into using certain hardware for the hook. After I finish this run of panniers, I'm going to transition into sleeves/flat shock cord with a slip lock type of adjustment. Or maybe a combination of 1" strapping to 1" flat shock chord. Then put a snap to secure the extra strap, or use a 1" keeper.
